Program Grand Agreement (PGA)

Cambodia has been successful in obtaining approvals from GFATM for the proposals submitted for Round 1, Round 2, Round 4, Round 5 and recently Sixth Round was received official approval letter. The staff of Communicable Disease Control Department under the strong leadership and commitment of the PR Management has been working hard to establish the effective working mechanism supported by the Ministry of Health.All the funds transferred from the Global Fund to the Ministry of Health of the Kingdom of Cambodia (Principal Recipient), always follow by the established Program Grants Agreement (PGA) between both parties. The agreement contains details on the purpose of the agreement, the program description, including the goal and objective of program, fiscal terms, duties, accountabilities, anti-corruption, disbursements, refunds and audit , process of reports and deadline of reports, conflict of interest , communication, correspondence, dissemination of information・tc

On 27 January 2003 Round 1 Program Grant Agreement (PGA) was signed between the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and the Principal Recipient of the Ministry of Health of the Government of Cambodia. Round 1, Phase 1 (first two years) the program started from February 2003 to February 2005.

On 11 October 2003, Round 2 Program Grant Agreement (PGA) was signed between the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and the Principal Recipient of the Ministry of Health of the Government of Cambodia. Round 2, Phase 1 (first two years) the program started from 1 January 2004 to 31 December 2005.

On 22 June 2005, Program Grant Agreement (PGA) was signed between the GFATM” and the Ministry of Health of the Government of Cambodia “Principal Recipient” for HIV/ AIDS and Malaria. Round4, Phase 1 (first two years) the program started implementation from 1 September 2005 till 31 August 2007. 2 Grants Approved under Round 4: (1) HIV/AIDS and (2) Malaria.

Under Round 5, GFATM approved 3 proposals for Cambodia: HIV/AIDS, Tuberculosis and Health Systems Strengthening (HSS), for a 5-year period. The three Phase 1 Program Grant Agreements (PGAs) between the GFATM” and the Ministry of Health of the Government of Cambodia “Principal Recipient” were signed in two stages, with two different start dates.

The first PGA under Round 5 was signed for HIV/AIDS on 30 August 2006, with the program start date of 1 October 2006 for a period of 2 years (ending on 30 October 2008). The approved budget for Phase 1 is US $ 16,292,779.

The other two PGAs under Round 5 were signed on 19 September 2006 for Tuberculosis (TB) and Health Systems Strengthening (HSS) grants with the program implementation starting from 1 November 2006 for a period of 2 years (ending on 31 October 2008). The approved budgets for Phase 1 of the Round 5 Tuberculosis grant is US $ 3,268,750 and for the Round 5 HSS grant is US $ 1,841,600.

In November 2006, GFATM gave its official approval for the Round 6 Proposal “Malaria” submitted by Cambodia for “Renewed Efforts to Achieve High Coverage of Proven Malaria Control Interventions and to Scale-up Response to high Anti-malarial Drug Resistance in Cambodia”.

Memorandum of Agreements (MoA)


Memorandum of Agreement (MoA) between the Ministry of Health as Principal Recipient and the Partners as Sub-Recipients was created to define the terms and conditions under which the Principal Recipient will provide the Global Fund allocated financial resources to the SRs to implement the activities as planned.

The MoAs also contain the details about purpose plus additional details further defining this agreement.

li4 8 August, 2003, Principal Recipient signed Memorandum of Agreement (MoA) with 1 National Program and 10 Sub Recipients for implementing Round1 HIV/ AIDS program of Grand Round 1

li4 18 December, 2003: Principal Recipient signed Memorandum of Agreement (MoA) with 3 National Programs and 7 Sub Recipients of Grand Round 2.

li4 11 August, 2005: Principal Recipient signed Memorandum of Agreement (MoA) with 4 National Programs and 9 SRs in Round 4.

li4 12 September, 2006: Principal Recipient signed Memorandum of Agreement (MoA) with 2 National Programs and 19 SRs in Round 5.
